Attracting investment in the capital: summing up the year

According to the latest statistics committee data for 11 months, the volume of investments in fixed assets of Astana amounted to 854 billion tenge, of which 23% or 197 billion tenge is the share of foreign investment.

The structure of investments is changing. Compared to 2017, the share of investments over the specified period decreased by almost 2 times, from 23% to 12%. Thus, reducing the burden on the city budget.

The volume of foreign investments made by investors in the city is growing steadily, compared with last year, their share increased from 15% to 23%.

The main investors in Astana, as before, are small enterprises that have made 70% of the total investment.

In addition, the number of companies with foreign participation operating in the city is growing from year to year - almost 3 times over the past 5 years (2,593 as of December 1, 2018, 1,287 as of December 1, 2013).

Attracting investment largely depends on the business environment. In support of entrepreneurs and investors, the regional executive body is working to simplify administrative procedures, including improving access to land, real estate and infrastructure.

Supporting investors is the key task of the Akimat of Astana in the person of the Office for Investment and Enterprise Development of Astana, as well as the ASTANA INVEST city investment development center. Assistance to investors is provided at each stage of the formation of their business.

If we talk about specific results, including assistance in connecting to city sewerage, central heating, in obtaining permission for IRS, in-kind grant in the form of a land plot, assistance in obtaining an investor visa and much more.

In the process of support and ongoing monitoring are more than 190 projects worth about 2.9 trillion. tenge, of which 44 projects involving foreign investors and transnational corporations from Japan, the UAE, China, Turkey and Europe, etc.

Active work is ongoing to provide investment preferences for the implementation of investment projects. This year, with the assistance of the Akimat of Astana and ASTANA INVEST, 11 projects were launched with the creation of about 800 new jobs, including a wholesale distribution center for agricultural products, a high-tech meat processing complex, a full cycle, expanding the production of soft drinks, and building an international school "SABIS", as well as the organization of the production of paints and varnishes.

In the framework of state support for investments in this year the first two investment contracts were concluded for the provision of a full-scale grant in the form of a land plot for the implementation of the investment project “High-tech meat processing complex of a full cycle in Astana”, as well as for the construction of the international school “SABIS”.

Also, next year it is planned to conclude investment contracts for more than 6 projects with the creation of about 1.5 thousand permanent jobs.

In 2017, PPP agreements were signed on 7 objects in the field of education (construction and operation of kindergartens), in the field of IT (the country's first project of the hardware and software complex “Sergek”).

Another 20 PPP projects are under development, and there are already optimistic plans for a project to create smart street lighting, and transfer clinics to trust management.

The city is growing rapidly, opening up significant opportunities for investment, the introduction of advanced technologies and the implementation of new ideas, and the state supports entrepreneurship by providing privileges.
